Speaking in the Assembly, the Chief Minister said that the Nari Shakti Vandan Adhiniyam was introduced in Parliament for womenโ€™s empowerment and to increase their democratic representation, but opposition parties had blocked it. Condemning what she called the petty politics of the opposition, she said that the Assembly welcomes the Bill and supports its implementation.

Earlier this morning, BJP MLAs, led by Chief Minister Rekha Gupta, staged a protest in the Assembly premises against the opposition for obstructing the passage of the Nari Shakti Adhiniyam in Parliament. The protest of the ruling Bharatiya Janata Party (BJP) legislators was held at the Assembly premises on Tuesday, ahead of a one-day special session to discuss the unsuccessful passage of the Womenโ€™s Reservation Bill in Parliament.

During the special sitting of the Assembly, BJP MLAs, along with the Chief Minister, staged a demonstration in the Assembly complex demanding implementation of the Nari Shakti Vandan Adhiniyam (Womenโ€™s Reservation Act).

The protest highlighted the governmentโ€™s push for womenโ€™s political representation and criticism of opposition parties for not supporting the measure.

The Assembly session has been convened specifically to discuss womenโ€™s reservation and related legislative business. Chief Minister Gupta also raised objections over the oppositionโ€™s stance, while the ruling side pushed for a formal resolution backing the implementation of the constitutional amendment.

Earlier on Monday, Rekha Gupta had met Lieutenant Governor T.S. Sandhu ahead of the special session.

The Assemblyโ€™s agenda included obituary references, tabling of finance and appropriation accounts, and a government resolution under Rule 90 moved by the Chief Minister on the implementation of the Nari Shakti Vandan Adhiniyam. The House was also expected to deliberate on womenโ€™s reservation and consider a resolution criticising opposition parties over the billโ€™s defeat in the Lok Sabha.

The bill to amend the Womenโ€™s Reservation framework failed to clear a crucial parliamentary hurdle after the Centre was unable to secure the required two-thirds majority in the Lok Sabha. The Constitution (131st Amendment) Bill, 2026, received 298 votes in favour and 230 against, falling short of the threshold needed for passage.

The proposed legislation was intended to enable womenโ€™s reservation after delimitation of constituencies. Following its defeat, the Centre decided not to proceed with related votes on delimitation and Lok Sabha seat expansion, stating that the proposals were interconnected.
